  379. Sen. John Breaux, D-La., who continues to mull a run for governor, floated an intriguing scenario in a flattering story about him that appears in the August issue of Washingtonian magazine. Breaux said that he could hold onto his Senate seat as he ran for governor in 2003. If he won, he would then be in the enviable position of appointing the person to complete his Senate term. In the story, Breaux said that he could name his wife, Lois, to the job. In a subsequent interview, he brushed off the idea as a flight of fancy. But the idea that he will be able name his own successor could be a sweet enticement for Breaux to return to Louisiana. He no doubt will need some convincing to get him to give up his role as the leading pragmatist and deal maker in the Senate. Breaux has dropped no hints recently about his gubernatorial plans. Two months ago, he said he hopes to announce a decision this summer.

  381. Advocates for the poor are trying to build momentum for a Senate plan to use $28 billion in the next decade to expand Medicaid to cover low-income adults without health insurance. Jim Jaffe, spokesman for the liberal-leaning Center on Budget and Policy Priorities, said he fears that conservatives will try to steer the money into tax breaks instead. The organization supports a proposal by Sen. Max Baucus, D-Mont., to use the money to beef up state Medicaid programs. The Baucus plan is designed to extend Medicaid to cover adults who earn up to 200 percent of the federal poverty line, thereby reducing the ranks of the uninsured. Louisiana's Medicaid program covers those making up to 26 percent of the poverty line -- or $3,900 per year. Jaffe said that states such as Louisiana stand to benefit from a more generous contribution to Medicaid from the federal government. And it appears that the state government is ready to expand the program. The state Legislature this year authorized Medicaid coverage up to 100 percent of poverty, extending insurance to 59,000 uninsured adults and to 200 percent for pregnant women, covering nearly 4,000. Baucus, chairman of the Senate Finance Committee, is expected to bring up his proposal this week.
