First, you should probably make sure that the @exec@ variable works. Try doing this:
!addcmd !testexec This message should appear immediately. @exec@[5,This message should appear after 5 seconds.] @exec@[10,This message should appear after 10 seconds.]

If that doesn't work, well, abort mission.
If it does work, then here is the actual !makeitrain command:
