Dragon Soul Relinquishment

<purpose>
- Great Great Great mod, there is a dragon mod that can make you redeem spare dragon souls for perks, this mod not only can do that but give so 5 more choices other than perks! So i will use this mod's features instead of that dragon mod!
- This mod only makes the dragon souls worth something other than just activating shouts, this mod is amazing, and it's not a simple activate a spell to do this or that, it does it perfectly and in a way that blends in with the game and doesn't feel out of it!

- I have to change the default values because they're not balanced for me, that's an added feature so it's complementary at most, i don't want to over-benefit much from this mod or at a quick rate, therefore i have chosen the following values to play with (All of the values were chosen while keeping in mind how plenty of souls can one have in the game + how much power can he have choosing something) :

DSRShoutRecoveryMaximum (35)% instead of (50)%

Change the above values in MCM Menu of the mod if there is one, if there is not, then execute the following commands in the console:
