  1. [ History ] The Neilis-Aina was formed by a very powerful mermaid empress, and she did so by single handedly downing a small kingdom of merfolk. She used her newly acquired pawns to conquer nearby factions, not to mention enlisting them within her forces.
  2.
  3. In a matter of years, no sort of merfolk could deny her vast power. She had enlisted the aid of Krakens, Sea Serpents, and even other mermaids. In the end, the southwestern seas were entirely under her command. Her name and infamy had reached over to the rest of the seas as well, and they all feared and paid tribute to her, as per her own requests.
  4.
  5. The empress however, still believed she herself was invincible. A simple beastkin merfolk came to seemingly bow before her, but threw out a poisonous dart to her neck as she extended her hand to be kissed. The merfolk disappeared instantly, and was thus believed the empress, Aina, was smote by divine powers. The following empresses, managed to form a strong, sustained image of domination of their empire in the ages to come.
  6.
  7. All of them shun Aina however, and try to rule in a way that is "different from hers, without arrogance".
  8.
  9. [ Economy ] While the Citadel rules land, the Neilis-Aina rules the seas. None can challenge the empire below the surface of the waters, or even in the surface, the shores, on any body of water that they can reach and conquer. They dominate the economy of any marine nation, and as a result, the Citadel had to offer them a deal, to send tribute and hefty payment on monthly basis, so they could allow the Citadel to trade. They would also get a benefit off the trades.
  10.
  11. Besides this, any sort of business involving ships, as well as building underwater, not to mention looking out for treasures, and sea monster hunting, are spearheaded by the empires own peerless facilities and professionals.
  12.
  13.
  14. [ Politics ] Neilis-Aina is ruled by a coven of mermaid nobility, as well as some occasional Sea Serpents. Krakens, Black Squids and the very rare Blue Dragons, are seen as high caste as well, often employed as military commanders, powerful sorcerers, advisors or rarely even intellectuals.
  15.
  16. Beastkin are treated as simple workers, villagers and generally low class. There is a great deal of apartheid between the beastkin and supernatural parts of the empire.
  17.
  18. [ Military ] The Neilis-Aina does not fall behind. They have some of the strongest fighters, physically, as nobody can challenge then in there. Their supernaturals, especially the Sea Serpents who are seen as the dragons only rivals, are nothing to look over either. Not to mention the mermaids, schooled in the sets of magic, and with their terrifyingly potent voices, able to melt the mental resistances of nearby listeners, and force complete submission. The Empire's army is all about domination of their enemies, and then assimilating them into their own. The tide can never be turned.
