- An immense space station with a vast, brown-red dome spread over a long glittering stalk of semirigid docking berths, High Charity was both the Covenant’s most sacred city and the seat of its imperial government. Though its existence remained forever secret to the unworthy, it was home to billions, beings from every world in the Covenant hegemony. It was the core of a holy manufacturing complex of boundless capacity, home port to the greatest navy in the galaxy, and a maze of soul-stirring wonder for every species privileged to wander its ways. Tethered to the stalk beneath the dome were thousands of capital ships—a hundred the size of the Pious Rampage, and twenty even larger. In his hundred years of service to the Covenant navy, Nizat had never seen such a gathering of vessels in one place, and he could tell by the tiny lights of the tender ships swarming around them that they were making ready to depart . . . and soon. Nizat continued to study the armada as the Pious Rampage approached its berth near the top of the stalk, and he soon realized the vessels were clustered into twenty groups surrounding the twenty largest ships, each group a fleet twice the size of the one he had been given to eliminate the human scourge. The High Prophets were taking no chances this time. They were determined to expunge the human pestilence from the galaxy.
