Why would the table show the rings in their correct order? Usually metro/train tables show soonest arrival at the top and later ones after that.

It makes sense. For those who don't know, it's heavily speculated that sinners are confined to the Pride because, from a philosophical perspective, Pride could be considered the root of all sin. It's the one that serves as the basis for all others. Lucifer may know the secret that pride is the only thing that keeps anyone back from redemption, and none of Charlie's tactics would work, ever.

Another fact, hellborne are EXEMPT 100% canonically from extermination. So math is in place that it'd be odd to allow hellborne to wander the pride ring. If they lived side by side sinners could easily hide among hellborne to exempt themselves. Which would make no sense. Maybe they can get exceptions to come down to other rings. But a hell KGB probably rounds them up up put them back in the pride ring when extermination day hits.

I like that and makes sense. Explains why he would be so against redeeming them if he is the one already dealing with them like this. But why would he put them all in Pride and not assign their sins according to the ring? Laziness? Could be he just got so sick of doing that he just gave up and stared putting them in one place, hence the overpopulation problem in Pride.

Basically everyone in hell is a normal person that isn't being punished eternally and lots of demons are actually pretty nice. The only bad thing about hell is the lack of rule of law means there are legitimate nutjobs who go on killing sprees. Although we don't know if the bar for redemption is so low that the only people who end up in hell are the ones beyond redemption.

Also, if we run with the association between Imps and Satan, and by extension, the Wrath Ring, it's very possible that the Circles in the individual rings are meant to be quarters for all the other sins (since there's usually some interplay between them).
So, Imp City being in Pride's Second Ring just means that it's in the "Wrath Region" of Pride.

And it's counter-intuitive as well, on some level.
Sure, a lot of sinners are permanently erased, so Hell is at less of a risk of overflowing with them (although it could be that the whole "overpopulation" issue is just restricted to the Pride Ring, since that's where all sinners seem to be ghettoed into, and it's the only place in direct view of Heaven).
So, it makes sense for Lucifer: he may be the only one who has to deal with all the despised ex-humans, but, at the same time, he gets to watch them live in a self-made Hell, and then get routinely wiped out of existence every year.

But it's counter-intuitive on Heaven's part, since the only thing they're assuring is that only the strongest or wickedest (and therefore, the most evil) sinners survive each year, so the remaining "creme of the crop" will be all the more better as cannon-fodder for Hell.

It may be the other way around, with rings exponentially shrinking towards the bottom.
Maybe each Ring has one less circle (sin-based district) than the previous one.
Pride is the largest, since it's the sinners' ghetto, and thus, contains all seven circles.
Wrath only has six circles.
Gluttony only has five (convenient, since it can be broken down into five aspects:

Eating food that is excessive in quality (too daintily or elaborately prepared).

Eating food that is excessive in quantity (too much).

Point was that rings could hold more than one city, like a state[ring])/country[circle?] can have multiple cities, so there's nothing that we know that would stop imp city being in pride ring. We also saw in pilot there being somekind of wild west town for bunch of gun themed sinners, and Vivz did say that the sinners from similar times tend to have their own communities, such as the cannibal town the deerguy tends to visit/was shown in the pilot as name of dead fk was crossed over.
