Client(Mosaic Response) is still using the setup as seen on CRM-1277, He gets an order and has it setup on "Capture on Shipment"

He is then sending an API to mark it shipped.

The system aknowledges it as shipped as seen on the fulfillment options.

However when the client(Mosaic Response) goes to forcebill his client. He gets the following error.

So at somepoint the crm is aknowledging that it's shipped but somewhere along the line it gets confused. Thus not letting him force bill.
