They are as comparable as any two categorization schemes could be. They arent identical, but they are comparable in a qualitative sense, just not quantitative if you follow me. Breed is a greater distance because it was the result of stronger selection, since it was done by man with the purpose of creating different varities of dog, while race was a slow(er) process of ambient selection for lack of a better term.

You'd need to a good reason to swat away broad comparison anyway, obviously if the comparisons gets more specific and bold then that gets easier to do. Like suggesting blacks have a mechanical jaw or something would be silly. But suggesting the existence of innate behavioral or physical differences like we see in breeds of dogs is not out of line
