Respring is basically another way of saying "refresh". The only reason why they call it "Respring" is because the (Home Screen and all those other screens with your apps) is referred to as a "SpringBoard". The reason why you would need to respring your iPhone is so that changes you have made can take place. It's similar to how you need to restart your computer once you've installed certain programs before you can actually start using them.
