  1. The Los Santos Police Department is commanded by the Office of the Chief, overseen by the Chief of Police alongside the Assistant Chief of Police and the Deputy Chief of Police. Beneath the Office of the Chief are the three distinct bureaus of the Los Santos Police Department; Counter-Terrorism and Special Operations Bureau, Patrol Bureau and the Administration Bureau.

  3. 1. The divisions and units that fall under each bureau are as follows:

  9. Air Support
  10. Metropolitan Division (SWAT & K9)

  14. Each Division / Section is commanded by one (1) Captain, with the entire Bureau being overseen by one (1) Commander

All Enlisted Staff within the Los Santos Police Department retain their position within Patrol Operations regardless of their position within CTSOB or Administration, as such, all Enlisted Staff are expected to report issues / raise concerns with the first Supervisor in the Chain of Command in either the Division the issue / concern is related to, or their Patrol Supervisors.

  33. All Enlisted Staff members are expected to follow the Chain of Command when reporting or raising issues / concerns. This means that you will start with the lowest possible Supervisory rank possible when reporting an issues, if you feel that the lowest possible Supervisor will not be capable of assisting you - or it regards them, feel free to move up to the next in the Chain of Command. The Chain of Command should be treated like a ladder with each position being one rung in the ladder, start at the beginning and keep climbing until you've received the acknowledgement you require for your issue. Steps should NOT be skipped in the Chain of Command, and doing so will reflect poorly on the individual as well as the member of the Chain who was skipped.

With the inclusion of specialty divisions within the department as apart of the CTSOB, each division is trained in order to intervene / participate in specific activities and as such take priority in these situations. Members of the CTSOB should be considered some of the most well trained and necessary members in many situations that are outside of the scope of standard Patrol Operations.

  37. 3. The Authority Structure of CTSOB Divisions is as follows;

  39. 3.1 - Traffic Enforcement Authority
  40. The Traffic Enforcement Division has authority over traffic related incidents such as accidents, traffic stops, DUI administration, etc
  41. Traffic Enforcement Officers are authorized to take over authority in situations in which a standard Patrol Officer would not be trained / capable of conducting the situation efficiently
  42. Traffic Enforcement Officers may be requested to assist a Patrol Officer, if they are required specifically due to the nature of the incident and the necessity of a Traffic Enforcement Officer, they take authority over the situation. If they are requested to assist in a general call of assistance and not due to the nature of their position, they will provide backup to the initiating Officer.
  43. 3.2 - Air Support Authority
  44. The Air Support Division has authority over incidents requiring the assistance of aerial support units.
  45. Air Support Division Officers are authorized to take over authority in situations in which a standard Patrol Officer would not be trained / capable of conducting the situation efficiently
  46. Air Support Division Officers may be requested to assist units in pursuing / surveying / tracking or airlifting officers in either standard or tactical situations. In the case in which an Air Unit is primary in a pursuit or incident, they maintain authority so long as they maintain their position as primary.
  47. Air Support Division is a support division and as such, in all other scenarios will be managed by the unit requesting their assistance, such as SWAT or Traffic Enforcement, and will maintain secondary in such a scenario.
  48. If the Air Support Division locates and calls out a subject, they maintain primary authority until they relinquish it to ground units.
  49. 3.3 - Metropolitan Services Authority
  50. The Metropolitan Divisions have authority over incidents requiring tactical intervention.
  51. This includes but is not limited to; Terroristic Actions, Bank Robberies, Barricaded Subjects
  52. Metropolitan Divisions maintain Authority in these scenarios until the scene is considered clear and standard Patrol Units are allowed to access the scene
  53. Failure to follow the instruction of Metropolitan Officers during incidents requiring tactical intervention WILL result in suspension should the instructions follow department policy and local / federal law.
  54. 3.4 - Detective Authority
  55. The Detective Bureau and it's sub-divisions have authority over situations that relate to ongoing investigations or their sub divisions.
  56. This includes but is not limited to; Murder cases, Robberies, Gang & Narcotic related situations, and all other Major Crimes
  57. Anything that is not concluded at the end of a incident will result in authority being transferred to the Detective Bureau
  58. 3.5 - Patrol Authority
  59. Patrol maintains authority in situations outside of the scope of this document, and unless otherwise stated by a member of the Command / Executive Staff, retain authority unless the situation escalates and requires the intervention of one or many CTSOB divisions.
  60. In closing, Commanders of the three bureaus maintain authority over their bureau and authority over the situation if the situation is being headed by a division underneath them. For instance, if SWAT is heading a search, CTSOB Commander maintains authority over Patrol during the situation and will be seen as the highest ranking member of command for any Officer participating in such a situation, and in such a situation the Patrol Commander will be asked to report findings from Patrol to the CTSOB.
