Subject: [PATCH 04/10] init.qcom.rc: Change owner of WCNSS_qcom_wlan_nv.bin

This change triggers the change in ownersip of
/persist/WCNSS_qcom_wlan_nv.bin to wifi, when
the property wifi.change_nv_owner is set to 1.
