  5. Castellans are the keepers of order and the symbol of duty inside the city. They develop new regions and control the cost of the recruits in the garrison. They are also in charge of taxing the loot which comes from battling the threats around the city.

  8. * Taxes are payed DIRECTLY to the city market, increasing the gold within the city.

  10. Action 1: Change Loot Tax

  12. You can change the amount of loot the city takes as tax from guilds who return from battling a threat
  13. 1)'No loot taxes' guilds don't have to pay any of the loot they have gathered at a mission to the city.
  14. 2)'Small loot taxes' All guilds must pay 20%+ of the loot they have gathered as a tax to the city.
  15. 3)'High loot taxes' All guilds must pay 40%+ of the loot they have gathered as a tax to the city.

  19. 1)'Cheap recruits' - Recruits from the garrison cost 100gold.
  20. 2)'Affordable recruits' - Recruits from the garrison cost 200gold.
  21. 3)'Expensive recruits' - Recruits from the garrison cost 300gold.

  23. Action 3: Develop a new region

For 500 gold from the castellan's coffers(see current amount of castellan gold in coffers at politics&law pic in thread) the castellan can clear up an undeveloped region(city tiles with wild trees). After a tile is cleared, it is possible to invite a wagon from outside the city to settle in that tile(see actions outside the city ---> invite a wagon).
