  379. [Mary Landrieu], D-La., said she's also concerned the child welfare system is focused on foster care instead of adoption and that federal funding should be geared toward adoption. "Foster care should be an option, not the focus," she said. There are enough families to provide stable, permanent homes for the 4,700 Louisiana children currently living in foster care, Landrieu said.

  381. Landrieu said China's centralized adoption system could be a model for other international adoption processes. Members of the coalition, which includes 170 members of Congress, visited an orphanage and talked with President Jiang Zemin to encourage the nation to keep adoption for United States parents an option.
