Organize my territory up the ass, every building is a bunker to make it a pain in the ass to invade by other overlords and big trouble for exterminators. Try and hire sinners who were soldiers to act as guards and enforcement

I wouldn't discriminate who served for what army (gotta take what you got) but I'm hoping that most of my guards would be like WW2 Eastern Front vets so I wouldn't have to train them too much. Bring them up to speed with urban warfare and try to build something actually stable enough that I become powerful just by having the dregs of Hell's society coming to me willing to serve me for a place to live without getting constantly mugged.
Mandatory conscription though. Basically turn my entire territory into a giant fortress against other overlords and filled with AA guns to deter exterminators. You know how brutal urban warfare is right? My best offense is the greatest defenses in all of Hell. Trenches, pre-calculated artillery bombardment zones, trenches, overlapping zones of machine gun coverage.
