Junko is basically a chaos god formed from Lunarian hatred, who met Clownpiece as they were transforming the pure Moon into fairy territory (Lunar Capital rejects fairies, as fairies reject the life and death cycle), awakening their power and corrupting the moon even further. Clownpiece was sent by Hecatia to expand into the Moon.

Lunarian sages freeze the Capital to prevent Junko's impurity attack, and evacuate the Lunarians into the Dream World. With Doremy's help, they create a perfect dream copy of the Capital, and have them live there. Anyone heading to the actual capital would be redirected by Doremy to the dream capital instead, in order to not disturb the balance while the sages tried to solve the situation.

Meanwhile, the sages execute the "Lunar Capital Transfer Plan". In this plan, they send Kishin to purify Gensokyo to make a new home there. Kishin created the Power Stone with her ability, which had the power to change the world with people's words, sending Gensokyo into the events of ULiL.

While various urban legends materialized through ULiL events, Kishin's goal was the spread of the "Faked Apollo Landing" legend. If the legend of "NASA lied about not having seen a lunar civilization on the moon" spread, the Power Stone would activate, materializing the Lunar Capital in Gensokyo instead.

Protagonist side: A "mechanical spider" appears in Gensokyo and begins to purify the surrounding area (i.e. kill everything). They investigate and find Seiran and Ringo, information outposts. Ringo sends them into the Dream World, where they meet Doremy. Pretty much all three of them are sick of the Lunarians sitting around in the Dream World, as they had been there for half a year. Instead of redirecting them to the Dream Capital, Doremy sends them to the actual Capital, in hopes that they would be able to beat Junko and save the Lunarians.
