One would expect to see % based modifiers for old age, since those would account for variance in levels. That said, it's probably not something I'll dip into during the lifetime of this story, if only because it's first-person. What I will say is that it would not be an "across the board" penalty, but rather each person might experience their own.

Kaedin, for example, makes mention of his Strength waning and how his bones are not as young as they used to be. He can, however, still use spells.

That's not to say old age is only physical, however, as that would leave Mages at a severe advantage over their melee counterparts. In reality, people suffer differently to old age, just like they do in real life.
