Drawing procedures:
1. Draw 4 group winners for bracket 1. Group A's winner goes into slot 1.
2. Draw the 4 group runners-up from the 4 groups the 4 bracket 1 group winners are not from, to fill bracket 1.
3. Draw the remaining group winners and group runners-up to fill bracket 2.

Lot A1: Best 8 group winners
Lot A2: Worst 4 group winners
Lot B1: Best 8 group runners-up
Lot B2: Worst 4 group runners-up
Lot C: Best 8 3rd placed teams

If there are tied teams when determining best 8 group winners/group runners-up, draw lots.
If there are tied teams when determining best 8 3rd placed teams, hold playoffs, or failing that, draw lots.

Drawing procedures:
1. Draw all Lot A1 teams. Group A's winner goes into either slot 1 or slot 3.
2. Draw all Lot C teams from the same group as those in Lot A1 such that each Lot A1/Lot C pair from the same group consists of one team from Bracket 1 and one team from Bracket 2, or one team from Bracket 3 and one team from Bracket 4.
3. Draw the remaining Lot C teams.
4. Draw the Lot A2 teams such that they will be in different brackets from the Lot C teams that are from the same group as them.
5. Draw the Lot B2 teams such that they will be in different brackets from teams that are from the same group as them.
6. Draw the Lot B1 teams such that they will be in different brackets from teams that are from the same group as them.
