If you do not have a full three abilities for your Shikai, unlocking these slots may alternatively strengthen whatever ability you do have. I.E: If you've only got a passive, each additional ability slot you unlock intensifies stated passive - allowing it to grow to maximum strength in the event of achieving the third ability slot.
