The theory is that this allows WAN to create the inital motion without Lightx2\\ning forcing a less dynamic result. This is then passed to another sampler that finishes the high noise pass but with the accelerator applied to speed things up. Finally the normal low noise pass continues also with the accelerator. This sounds easy enough, but getting the math right to make a good image is a bit tricky.
