  1. Servine was one of the scariest threats in the Gen 6, blessed with the combination of Contrary and Leaf Storm. This allowed it to spam a powerful STAB move whilst also boosting its Special Attack stat making it far more efficient than other setup sweepers. This severely hindered the number of Pokemon that could be used, as Servine could easily capitalise on any free turns without sacrificing tempo. Along with its great offensive abilities, it also had access to recovery in Synthesis and solid defenses which meant it avoided being OHKOed by most Pokemon in the tier and was difficult to revenge kill. Servine could also wear down its traditional checks and counters, with moves such as Glare and Knock Off, which could either aid its teammates or allow it to become a late game cleaner. In terms of tiering policy, Servine does not exclusively fit a certain tiering category in the same way that Fletchinder and Haunter fit the broken policy. However, it could easily fit different criteria from each category. Glare could be seen as uncompetitive, because it allowed Servine to hax its way through a lot of its defensive checks with a bit of luck, which made it more difficult to check. One could argue that Servine is also broken; its ability to act as an all-in-one bulky specially defensive wall, offensive setup sweeper and utility Pokemon is unmatched in the metagame. No other Pokemon has this same level of offensive power and defensive utility like Servine did. Servine did not dictate its own usage. However, it did mandate usage of another Pokemon, Roselia, which was its only consistent defensive counter. Other Servine checks, such as Sliggoo and specially defensive Togetic, had very poor matchups vs Roselia, so most teams were typically forced to run Roselia in order to have a reasonable matchup against both Servine and Roselia. Overall, Servine did fit some uncompetitive and broken policies. However, it was seen to be too unhealthy by the council to remain in the metagame. It created a metagame where preparing for it heavily limited teambuilding and forced you to either use Roselia on every team or try and deal with it using multiple soft checks, which Servine could slowly wear away with Glare, Knock Off and Leaf Storm. Nothing made Servine worse in ORAS. However, the loss of one of its best defensive checks in Alolan Grimer and three Pokemon capable of revenge killing it in Haunter, Fletchinder and Torracat made it even better in ORAS. The loss of Z moves also made it harder to lure and revenge kill. Overall, its ability to perform multiple roles effectively and the constraints it put on teambuilding proved far too strong for the tier to handle and it was subsequently banned.
