  442. MOSCOW. Feb 6 (Interfax) - The Russian Foreign Ministry's commissioner for human rights has rapped a "one-sided" article in a Russian daily about The Ranch for Kids, a care home in the United States for adopted children experiencing problems in their adoptive families.

  446. In summer 2012, Russian children's rights commissioner Pavel Astakhov said a Russian official delegation led by him had been denied permission to visit The Ranch to meet with Russian children who had allegedly been rejected by adoptive parents.

  452. The Kommersant article cited Sterkel as saying The Ranch had its first visit from Russian diplomats in December 2010.

  454. In spring 2012, she said, she was told in a call from the Russian Embassy in Washington that a delegation led by Astakhov would like to visit The Ranch. She replied, Sterkel said, that she could see no urgent need for such a visit and asked for it to be put off.

  456. Nevertheless, Astakhov and his colleagues did turn up, but Sterkel didn't let them onto the premises of The Ranch, nor did she come out to the gate to meet with them.

  458. Sterkel said she would have met with Astakhov if he had asked her for a meeting in advance.

  460. She criticized the Russian government, saying that for about 20 years it had paid no attention to Russian orphans adopted into the United States but was now accusing her of running a jail for kids instead of pondering what the two countries could do together to help sick adopted children.
