Turns out, documents are leaked just 9 days before he's to take office on July 1st (coincidentally the 15th anniversary of HK's return to Chinese sovereignty from Britain)

On the 26th, coordinated bombings take out an entire train system leading from HK to the mainland - a train system that coincidentally was disrupting the Feng Shui of properties all across the city

It's now impossible for anyone to enter or exit Hong Kong, and conflict between pro-China and pro-HK factions is escalating into all out magical warfare, contained as mentioned in the previous paste by large swaths of land where magic doesn't even work.
