- An Act to Establish a Public Registry of Employees, Volunteers, and Partners of Abortion-Related Organizations in Missouri
- Section 1. Definitions.
- For the purposes of this Act, the following terms shall have the meanings given to them:
- (a) "Abortion-related organizations" means any organization, company, non-profit, etc, that provides or promotes abortion access or legal services related to abortion access, and that operates in the state of Missouri.
- (b) "Employee" means any individual who is employed by an abortion-related organization in the state of Missouri.
- (c) "Volunteer" means any individual who provides services or assistance to an abortion-related organization in the state of Missouri without compensation.
- (d) "Partner" means any individual or organization that has a contractual or other business relationship with an abortion-related organization in the state of Missouri.
- Section 2. Public Registry of Abortion-Related Organizations.
- (a) The Missouri Department of Health and Senior Services shall establish and maintain a publicly searchable registry of all employees, volunteers, and partners of abortion-related organizations that operate in the state of Missouri.
- (b) The registry shall include, at a minimum, the following information for each employee, volunteer, and partner:
- (i) A recent photograph of the individual;
- (ii) The name of the organization or company for whom the individual works or volunteers;
- (iii) The workplace address and contact information for the individual.
- Section 3. Registration Requirements.
- (a) All employees, volunteers, and partners of abortion-related organizations in the state of Missouri shall be required to register with the Missouri Department of Health and Senior Services.
- (b) Registration shall be completed within 30 days of the effective date of this Act for all currently employed, volunteering, or contracted individuals.
- (c) Individuals who become employed, volunteering, or contracted with an abortion-related organization in the state of Missouri after the effective date of this Act shall be required to register within 10 days of beginning their employment, volunteering, or contracting.
- Section 4. Enforcement and Penalties.
- (a) The Missouri Department of Health and Senior Services shall be responsible for enforcing the provisions of this Act.
- (b) Any individual or organization that fails to comply with the registration requirements of this Act shall be subject to a fine of up to $5,000 and/or imprisonment for up to six months.
- (c) The Missouri Department of Health and Senior Services may take additional enforcement action, as necessary, to ensure compliance with this Act.
- Section 5. Effective Date.
- This Act shall become effective on the first day of the calendar year following its passage and approval by the Governor.
