If you're not ready to ascend once you have this many chips, and have a few more to spend, here are some upgrades you could get, but they're nowhere near as necessary for your first ascension:

With Effects:
Legacy - 1 HC - Unlocks the prestige system. Without this upgrade, nothing will happen.
Heavenly Cookies - 3 HC - Permanent +10% CpS. Really good for its price.
Persistent Memory - 5 HC - Grandma research facility upgrades will be learned 10 times as quickly, which is really important if you don't want to wait 30 minutes inbetween each one.
How to Bake your Dragon - 9 HC - Unlocks Krumblor, the cookie dragon. Sacrifice buildings to him to teach him new auras, which are permanent buffs that you can select one at a time.
Tin of British Tea Biscuits - 25 HC - Unlocks some new cookie production upgrades that are very useful. (Remember, you probably don't want to buy the upgrades until their cost is fairly cheap.)
Tin of Butter Cookies - 25 HC - Unlocks some new cookie production upgrades that are very useful. (Remember, you probably don't want to buy the upgrades until their cost is fairly cheap.)
Box of Brand Biscuits - 25 HC - Unlocks some new cookie production upgrades that are very useful. (Remember, you probably don't want to buy the upgrades until their cost is fairly cheap.)
Box of Macarons - 25 HC - Unlocks some new cookie production upgrades that are very useful. (Remember, you probably don't want to buy the upgrades until their cost is fairly cheap.)
Permanent Upgrade Slot I - 100 HC - Lets you select a regular upgrade that you've unlocked for you to keep through ascensions. You can click the upgrade inbetween ascensions to select a different upgrade to place there.  Earlygame, you'll want to put your strongest cursor upgrade here, for your first run that'll be quadrillion or quintillion fingers. (By the time you have around one million prestige levels, you'll want something else)

Twin Gates of Transcendence - 1 HC - Lets you bake a small fraction of your cookies while the game is closed. After a bit, your cookies produced while the game is closed will slow down even further.
Angels - 7 HC - Increases offline production.
Belphegor - 7 HC - Increases the time before your offline production slows even further.
Starter Kit - 50 HC - You start off with 10 cursors, and cursors bought after that will cost as if you had 10 cursors less than you really have.
