Simple version: Get DPC to quickly deliver improved content and functions to wa.gov.au so citizens and business know which region they're located in, and help them avoid issues that may be created by any intent to travel between regions, harnessing relevant resources and skills already available within the state public service.

  7. At present, the Governments' information on regional boundaries makes it difficult for citizens and businesses to locate exactly which region they are in.

  9. At present, the regions are groupings of Local Government areas, defined in Schedule 1 of the Regional Development Commissions Act 1993.

At present, a citizen needs to visit two different websites (https://www.wa.gov.au/organisation/department-of-the-premier-and-cabinet/covid-19-coronavirus-travel-and-transport-advice#intrastate; and http://www.drd.wa.gov.au/regions/Pages/default.aspx), make three clicks, and read through a lot of information a page just to figure out "Ok, the Shire of X is in Region Y", or "Shire or Place Z is a designated place with even stronger travel restrictions".

It means that a citzen cannot be reasonably and quickly expected to know that they have crossed, or may need to cross, from one intrastate region, or other designated area, into another; especially those who are new to areas, have limited capacity, or other disabilities or issues pertaining to their learning and knowledge retention.

Further, operators of businesses who employ persons designated as either essential federal or state employees, are not easily able to determine if they have persons with essential designations that have a genuine need to travel between a region. For example, to take a list of their employees home residences, and use a method of query or API to identify which shires, and by extent regions, their employees reside.

Given the wealth of information, skills and resources within Landgate - the State Emergency Coordinator (SEC), the Premier, and the Department of Premier and Cabinet should muster Landgate's resources to add relatively basic and easy-to-deliver functionality to the wa.gov.au COVID-19 website content that enables a citizen to:

  19. - Key in an address, latitude/longditude coordinates, or other such method of input to determine the shire, and the region, where a specific address or place is located;
  20. - Be able to put in a start and end place to confirm if their intended travel is between regions or specific designated places; and
  21. - Be able to receive contextual alerts or information in the event the citizen or user enters in a start and end place which would consistute intrastate travel for the purpose of the current state of emergency.

There is no forseeable reasons why the SEC, and the Department of Premier and Cabinet as the responsible entity for managing wa.gov.au content in respect of COVID-19 couldn't direct the CEO of Landgate to make available their information resources and human capital to deliver on this need within a manner of days.

And delivery of this feature would go some significant way to informing citizens and businesses with essential employees; and would have the benefit of assisting Police Officers in enforcement of relevant crimes during the state of emergency - as it would assist in the reduction or removal of potential defences including ignorance pertaining to any charges brought under the Emergency Management Act for unauthorised movement between regions or designated places.
