Domain which have 950 Ref domains must have good ranking history in Semrush.
IF not - domain is not worth even single peny.
And really don't matter DA or DR which Google not use in their algorithm.

You can use Semrush for this task - how well domain was ranked over time you'll see on traffic chart.
If there is significantly drop in traffic, domain is burned.
Also please make sure that you not buying PBN by visiting web archive.
