Limit Breaker: Can Overcap two stats by 2 Steps, Last 2 Turns, 3 Turn CD, Requires Stat to be Overcapped (15 Points)

Hayabusa (Gayest Clan Ever)
High Frequency: 2 Turn CD, Overcaps two Stats by 1 Step, Amplifies Debuffs, 2 Turn CD (15 Points)
If you are a clan that cannot overcap it is incredibly difficult if  not impossible to fight a Hayabusa/Hagorohoe. Not only do their jutsu win clashes but they also debuff and do all sorts of nut shit. This clan is a fuck up.

Shimura
Windborn: Gets a free Wind Prof. No other clan has anything like this. TEN POINTS? This is essentially overcapping their jutsu by 1 step in clashing all the time for 10 points. Doesn't really need to be changed. Shimura is less nutty than Hayabusa and maybe Hagoromo/Iburi.
Gales Fury: Didn't know this was nerfed to not overcap. Clan seems more balanced bc of this.

Kazan
Ashes to Ashes: Increases binds by 2 steps, only overcaps by 1. 2 Turn CD. 10 Points.

Kamizuru
Hardened Wax: Increases Doton by 2 Steps, doesnt overcap (10 points)
This clan is gay, no one plays it.

Sarutobi
Gets AOE increases and added burn damage as well as increased jutsu stats.
No overcapping, no fire prof. Doesnt matter if you can make a 11x11 fire aoe if hayabusa can flash a perk to win literally any trade and proceed to debuff you.
+ Stamina Cheap Cheap Jutsu (costs 15 PP)
Doesnt really get viable until B control and even then the chakra costs are killer

Iburi
They are Hozuki but they get Nin Tai for free (or they /did/. I think we removed that but there are Iburi running aroun with nintai)
Quick Hitter : Note: Can attack immediately after using a stack, can only be used two times per encounter.  Cannot cast a second jutsu without dual caster, The user can however use taijutsu techniques and basic taijutsu. (10 Points, this perk is fucking stupid)
Taijutsu Fanatic: Note: GMH for Nin-Taijutsu, can add Nintai clauses to their jutsu apps, striking strength passively scales with the user, Strength +1 step per grade of control, the bonus starts at D control.  This scaling goes for their nin-taijutsu clause techniques as well (15 points, once again this perk is fucking stupid and Idk why we gave iburi nintai perks. This is some custom perk shit.)
