Your plot still isn't cutting it, in terms of the required amount of all three sections; structure, terrain and organics. You're barely changing anything, so that's also an issue. You have great terrain, but it's all world edited, so it's not like you get any special consideration for having a lot of it.
Have a fly around the Aspirant world and see how people have filled spaces on their plots. I suggest you /plot visit Eagle_x5. I'm not sure which number, but keep trying till you get to his Aspirant plot. That's a passable plot. See if you can get some inspiration from it.
