  5. This mod was made for HFM v1.27I

This submod let's you truly "change the culture" of a province by adding a fourth option to the "systematic extermination" decision that removes between 88 and 94 percent of non accepted cultures in non colonial provinces. This comes at a cost however as the cost in of additional cost off 8 infamy. The rest of the options are left as they are in the normal HFM mod. This means that the other options only kill between 30 and 60 percent. The purpose of this mod is not to radically change anything but rather allow you to truly "change the culture of a province in just one decision, unlike how you normally would have to do multiple systematic exterminations to get any result you would be able to notice on the ethnic mapmode.

There are also some other minor changes in the mod such as the fact that using the systematic extermination decision no longer cancels the core integration and national assimilation province modifiers, and provinces no longer get a penalty to immigrant attraction nor does it add any immigration push. This is to allow you accepted pops to settle the now relatively empty land, so that you can truly finish the "culture conversion" of a province.

The numbers in the mod are vaguely based of the Armenian and the Circassian genocides, but note that those numbers are disputed, and that ethnically cleansing such a high percent is not always historically realistic in all situations that you will encounter in the game. Also many people were "just" expelled and not killed in these genocides but this mod fails to simulate that. But that is because of the limitations of Victoria 2 as there is no way to make generalized "expel a certain culture" event/decision.
