True Storms - Thunder and Rain Redone

<Purpose>
- This mod is script-free, which means no CPU problem and "USES VANILLA SYSTEMS ONLY" So GPU as well ;).
- There is no reason why not to use this mod, It's pretty compatible with everything, even with other storms mods, and since I'm not going to be fast traveling, those unique moment under the rain makes them enjoyable!
