- If the Trans-Pecos Pipeline is "safe" then what is Dallas TX natural gas pipeline billionaire Kelcy Warren's Energy Transfer Partners preparing these West Texas Rio Grande Big Bend Region first responders for? Who is paying to prepare these first responders? Who will pay for their response(s) when the inevitable happens? And should first responders be the only "attendees" at this federally-mandated, cost-externalizing, responsibility-shifting and liability-limiting ETP propaganda indoctrination presentation on 5 April 2017 in Alpine Texas?
