Reasoning:  Tooba while acting arrogant as he usually does has started to witness the massive gap between him and his rival Viper, the power of the Mangekyo was quite fearsome as he had witnessed the power itself first hand on a few occasions and he himself has yet to grow in strength even though he continues pushing his body to it's limits he seemed to reach a limit, this is what Oma had told him when he came for advice, to hone his skills rather than continue to increase his power. So now he'd set out to do exactly that, he had gone through various simulations within his mind as he'd meditate by one of the various shrines set up by Sage most likely. So having sat upon the rock, clearing his mind and trying to think back to his times back on the peaceful planet of Namek before arriving here, attempting to connect to his roots and feel the energies around himself. The idea of generating more energy from his surroundings within his body to push past his limit was the general idea if he was to possibly outshine something like the crimson eyes of Viper or the abilities of people within Tokka Inc. After consulting Ja Ja who had launched a devastating mass of blue energy at a giant slime a while ago, they'd explain the workings of the technique and how they'd gather the energy from essentially nature by 'asking' it in general. Taking the workings behind this 'life energy' bomb, he'd go back to his meditation and undergo intense meditation once more, becoming very much like a stone as he rests on the rock in this patch of trees, continuously trying to take the energy instead of putting it into their hands like Ja Ja does, he'd pull it into his very being.

Tl;DR: Tooba basically went to figure out how the Spirit Bomb works due to Ja Ja explaining it within the Purgatony after watching it being used on the Absolute Slime EC, and in order to develop his own ability to compete with those with strange abilities like the Sharingan or the raw power of Super Saiyans, he'd apply the concept behind the Spirit Bomb and gather the life energy around him, trying to achieve some form of power by going through a deep meditation session for possibly several years, focusing his mind to be able to gather the energy from nature into himself like Ja Ja said was possible theoretically.


(So yeah, I'd think that unlike regular apps, I'd probably have to write a biiiiiit more for these kind of apps related to things like secrets. This would essentially be a summary of various RPs and IC Conversations that Tooba had been through regarding developing this technique.)
