Better Wards

<purpose>
- Really love this mod, but i was reluctant not use it because it changes a perk effect, and since I'm using a perk overhaul 'SPERG', i was thinking about comparability, and then i saw that the author had uploaded by request a version that doesn't change perk effect, so this mod is great!
- This mod makes wards specifically more worthwhile, by default, no one uses wards because they deplete mana very fast and they aren't strong enough at absorbing damage, so this mod fixes that and makes wards more interesting and usable, i love wards, and i want to use them, so this mod is a must for me! Also, this mod has another change, it makes spells follow a linear graph in power, so an adept destruction spell will make double damage than novice spell but also will cost twice as much mana, which is a necessary change because at higher level, mages become weaker than their enemies!
