Balance deduction:
1st. request for balance from 3 out of 4 nodes and do consensus.
2nd. start deducting balance according to the consumption.
3rd. after certain threshold start requesting for balance
4th. repeat 1st step untill consensus is done
5th. before updating the balance variable make a transaction and then update the balance variable.
