Please Open Your Task Manager then select Processes and check if there was "war.exe" or " Warcraft III/Frozen Throne" about running, click it then end process it, after that try again (Task Manager > Processes > war.exe or Warcraft III/Frozen Throne > End Task)
Open your RGC Folder then go in gs > wc3tft / rgc, there are 5 files such as Frozen Throne.exe + game.dll + Storm.dll + war3.exe. Copy them into your Warcraft folder then open RGC go Menu > Setting > DotA then click in find and give war3.exe address of Warcraft folder (It should be look like this https://prnt.sc/otx1xt )
