How well do you know the source material?(obviously not relevant if it's a transformation): after prolonged living or a certain amount of training a monster could evolve or get stronger this is one of the first of the ascensions taken to becoming a legendary monster with powers able to match with that of a super Saiyan.
Reasoning:  After Training and with long, nova, bloo, fion and duke within the police force as well as taking on the task with them such as the fight against the forces that only wish death upon hops city. Like lethal fights with - The ECS crew  ec being named terry, the killing of strong kong, the fight against lantro, poppy and the other maykyo.  Rousen carr and then after that the following battles with Duke after he was attacked by the demons and killed right in front of his eyes as well as Xian Long.  Hisoka has become one of the last standing Hops police force members standing along with fion , which makes him second in command. With this in mind especially seeing the threat they now are in front of I believe Hisoka is ready for his second ascension. I would like to voice my opinion against the likes of others who are a lot more stronger than me but the only reason they listen to is power, As far as experience I think Hisoka has gained enough after even putting himself into more fights than most of the people who live in hops currently.   And it would be nice to be ahead of my student as well - with calab karroto and nero and duke all gone I think it would be a good fit for me to start being relevant within the story.
