- Depend a lot of price. Both could be good and bad options for the adequate price. If this domains are meant to be for a MS, I would not recommend buying a domain in a different language. I've done it some times, and for reason it takes much more than usual (even more than clean domains) to rank adequately. If they are to PBN you can adapt it conveniently and both are good options, but again is all about price for recommendation.

- Vote is for the 2nd. Localization is usually a plus point. "Act like a human when you are in planet earth"
- At first, spanish anchor text for country where spanish is not used - it's like shot in the foot.
- For second, base only on metrics instead of anchor text / ranking - it's anoter shot in the foot.
- As the result - don't be surprised when there will be much more problems than any benefits
- 1st option could be better in SEO.
