  23. I think your confusing Spamming and a "spammy looking" website.
  24. You could have the best authority website ever and spam it all over and on the other hand "park" a spammy looking website.

  29. Your link structure should be like images123.com/services as this looks proper. You can check the design sites for this structure. Also, for content don't just stuff the keywords, let them appear as natural. Take references of different design sites and study their content.

But your service page is: images123.com/image-services it not look good. And also no need to write the same content in every page. In contact us page mention about your contact detail and in portfolio add some of your works and detail information about what you have done.

Don't focus much on keyword repetition in this case, your site won't be considered spammy since it has good content.
