Tank Girl (Rebecca) and her friends are the only remaining citizens living in the wasteland that is Earth, where all the remaining water is controlled by Water and Power, the mega corporation/government that runs the territory. While incarcerated at W + P, Tank Girl and her new friend Jet Girl break out and steal... a tank and a jet. After meeting some mutant kangaroo/humans, and rescuing her little girl (adopted by her friends), the kangaroos and the girls kick Water and Powers' butt.
The plot revolves around the fact that Tank Girl and her rebel group are attacked by Water & Power, a powerful force that controls the remaining water on a dystopian Earth, led by Kesslee. A young girl named Sam is abducted and the story revolves around TG's quest to save her and seek vengeance against those who killed her crew with the help of Jet Girl, the rippers and Booga, who has a noticeably different personality than in the comics.
The world has been devastated by a comet and most of the water is gone. Kesslee (Malcolm McDowell) and the Water &amp; Power Corporation control 95% of the remaining water. Rippers are mysterious mutants killing and pillaging without leaving a trace. Rebecca Buck (Lori Petty) live in a small isolated community. W&amp;P attacks and Rebecca is taken prisoner. She befriends scared mechanic Jet Girl (Naomi Watts). They try to use Rebecca as bait for the Rippers. Jet Girl musters up the courage and steals the jet to join her. She steals a tank and becomes Tank Girl. They discover that her young friend Sam was sent to work in the sex club Liquid Silver. After a failed rescue, Tank Girl and Jet Girl stumble upon the Rippers&#39; hideout. They turn out to be mutated kangaroo-human supersoldiers.<br/><br/>Tank Girl may be the lead but I love Jet Girl. Lori Petty is possibly the perfect Tank Girl. She has the great irreverent energetic wildness. This is a campy comic book movie. It doesn&#39;t get campier than kangaroo hybrids but this movie won&#39;t be restrained by that. It is broadly amateurish and unrelenting cheesy. It&#39;s no masterpiece but it&#39;s awkwardly fun. Jet Girl does put this over the top for me and it&#39;s probably the first film I noticed Naomi Watts. It&#39;s likely years later that I realized that it was Naomi Watts after she got big. It also has some good music. There is simply nothing like this movie.
If you&#39;re familiar with the Tank Girl comics, you&#39;re going to have some issues with this film.<br/><br/>For some reason, the filmakers decided to give Tank Girl a backstory, a name, a motivation, and all the other things she really doesn&#39;t need. Tank&#39;s a snog first, ask questions who couldn&#39;t care less if she uses her tankly powers for good or evil, so long as there&#39;s a beer and a laugh at the end of it all.<br/><br/>Lori Petty really does capture the spirit of Tank Girl pretty well, but the movie really is a mess.  She stumbles through it gamely, but except for her, they couldn&#39;t have missed the spirit of Tank Girl further if they&#39;d tried.
