I am pretty worried when i came to know from your website http://www.ipb.ac.rw/ (INSTITUT POLYTECHNIQUE DE BYUMBA)
(www.ipbimis.com)  that you had a new Vice-Recor for Academics called Dr.Ashraph Sulaiman.
I a sorry to write about him but what we know is that his entire promotion and other issues happened at NUR / UR is quite not moral in an academic carrier  and now he is going to be an academic vice-rector. This will create a bad image to your institution. This was already known by the ministry and all higher authorities. His contract was not renewed and promotions were not approved in the senate etc.
Please beware of him.

Dear Professor,
Good Morning.
We are hearing lot of information regarding promotion in UR especially at our college. On the bad side they all speak that if we can take care by giving benefits then it is easy to get promotions. We all know from where we are coming from and how struggle to develop our country.
The latest news about the Indian couple is shocking and we don't believe the rumors. But as a staff I am aware that Mr.Sulaiman has given his resignation and now he got promotion. The fact is that he said openly in an Indian function recently where i was invited, that he knows how to get things done and the principal at CST cannot even do anything because he listens to the Dean. They were the key in that function and his wife was photographing.
Also he said that you could not touch him at NUR even you know that he and his wife has tortured another couple worked there also he said that he can go to any extreme to get their benefits.
Later when I able to talk to their present Head and another his religious guide, it seems after one year of completing masters he got at NUR as Senior Lecturer. Both he and his wife studied in same year worked same place but he forged his certificate to show as SL helped by that religious friend. Even it seems the place he worked before coming to NUR is  Computer Training Institute where he worked as Tutor.
He finished Phd in 2013 and now full professor.
Dear Principal please help us to get our promotions. In the worst scenario two of our friends are approaching Ombudsman.
As a lecturer I am jealous because they get more salary and they both are living in Kigali, did not teach for past 3 months. Always he said his child is sick but the guy has danced well.
Sir please help us and better throw this type of people away from our college which will help our students to learn.
