  55. 1. We need a thorough reevaluation of our recruiting practices. We are =
  56. in a vulnerable position, having requested and obtained fiduciary =
  57. support to initiate clandestine ARG-SPIRNET capability, acting and at =
  58. times testifying as if it has been proceeding according to schedule. =

  60. issue at Wednesday meetings, and have consistently been reassured that =
  61. we are, in fact, ahead of schedule. However, as the Department knows, I =

  67. Metaphysik - VRIL all over again? As this is our first trial with =
  68. internet-based ARG as a method for attracting recruits, some mistakes =
  69. have already set us back. Developers should have worked with CICDA =
  70. again, 50 years of success on their part, and what do we have to show =
  71. for our efforts? Though, these mistakes were only committed in following =
  72. the Executive Director=E2=80=99s orders - initiate protocol for =
  73. admittance of =E2=80=9Cgame-play=E2=80=9D - in efforts to extend =
  74. candidate-reach. I believe this may prove detrimental to our current =
  75. efforts.

  78. breakdown of each SPIRNET class during 1987,1997, and 1007 - - how many =
  79. officers, clandestine personnel, etc. I need to know the trajectory of =
  80. their careers following SPIRNET methods of recruitment - - geographic =
  81. divisions, task force absorption, etc. We need to clean up our system. =
  82. I=E2=80=99d like statistics - - length of recruitment process averages, =
  83. production and type of recruit, etc.

  85. 3. Following visits to our Zurich and Czech stations I had some =
  86. revealing conversations with Intel Analysts. I need to know how many =
  87. SPIRNET recruits become effective analysts VS. traditional methods, =
  88. virtual methods, and experimental methods. We need to engage in more =
  89. shelling and spotting, become less fragmented, and combine our efforts.

  92. the ages of 17-33, give or take a few years, who have already proven =
  93. themselves viable candidates, and can be easily persuaded to join us. We =
  94. may need to reinitiate LUNA. Scrap WVLF, engage LAMB, and promote the =
  95. 1988 addendum.
