1. We need a thorough reevaluation of our recruiting practices. We are =
in a vulnerable position, having requested and obtained fiduciary =
support to initiate clandestine ARG-SPIRNET capability, acting and at =
times testifying as if it has been proceeding according to schedule. =

2. I need to know where we stand in some respects: First, I need a =
breakdown of each SPIRNET class during 1987,1997, and 1007 - - how many =
officers, clandestine personnel, etc. I need to know the trajectory of =
their careers following SPIRNET methods of recruitment - - geographic =
divisions, task force absorption, etc. We need to clean up our system. =
I=E2=80=99d like statistics - - length of recruitment process averages, =
production and type of recruit, etc.

3. Following visits to our Zurich and Czech stations I had some =
revealing conversations with Intel Analysts. I need to know how many =
SPIRNET recruits become effective analysts VS. traditional methods, =
virtual methods, and experimental methods. We need to engage in more =
shelling and spotting, become less fragmented, and combine our efforts.

4. Finally, I believe we need to target more young men and women between =
the ages of 17-33, give or take a few years, who have already proven =
themselves viable candidates, and can be easily persuaded to join us. We =
may need to reinitiate LUNA. Scrap WVLF, engage LAMB, and promote the =
1988 addendum.

5. In a positive light, some aspects of the experiment promoted by =
Director D.F., namely thrusting recruits through various =
parapsychological trials - which we=E2=80=99ve avoided since the failure =
of CREST and loss of funding for VITRIOL - may redeem this project. =
Notably, some applicants are already showing signs of =E2=80=9Cpsychical=E2=
