Switching it into a Thunder Wave or Will-O-Wisp is actually a great idea due to its Marvel Scale ability. This increases its Defense when it has a status effect. A paralyzed Milotic will stop things like Salamence and Aerodactyl dead cold. Note that although Toxic will increase its Defense by activating Marvel Scale, the increasing damage as you stay in can hamper Milotic's tanking abilities.

I wish I could suggest this set on a lot of other Pokémon, but they only get STAB on a move like Psychic which there are Pokémon immune to. Watch out for Metagross—that should be your only real worry. This set isn't seen nearly as much as the next, but with all the Toxic going around currently, this set could make a comeback, especially since Metagross is less common due to the rise of Skarmory and Kyogre. Refresh lets Latias actually switch into those statuses, and it beats Icy Wind Blissey, but it doesn't block Freeze and Sleep, and cannot be passed. It also works just that turn instead of lasting 5.

If they attacked you, kill them. If they used a stat increasing move such as Calm Mind, take the free switch to any Pokémon you like and own them with it. If they use a status move, then Safeguard first, or, for loads of fun, pair with a Choice Band Facade Swellow; Encore status, switch to Swellow, OHKO everything. If they are using Choice Band, then you don't even need to bother with Encore. Though, if your opponent might be using Wobbuffet don't use Choice Band, except maybe on Heracross. Use Lum Berry or Focus Band if you suspect your opponent is using a Wobbuffet, too, as this will allow the Struggle war to end, so you can use this to switch to a Smeargle or whatever after they kill your Wobbuffet, and they'll have a completely useless Pokémon getting in the way. Some competitive events that allow Wobbuffet ban it from holding Leftovers to prevent Wobbuffet vs. Wobbuffet from lasting forever.

  192. There it is, the best special wall in the game. You employ this to wall a special sweeper like Raikou, to paralyze something, or to get an Aromatherapy in. Aromatherapy cures your complete team of status afflictions and is one of the main reasons to use Blissey over Snorlax. Seismic Toss is needed for consistent damage due to Blissey's low offensive capabilities. Inevitably, your opponents will bring in physical sweepers like Metagross, so Thunder Wave will give them something to think about. If you are afraid of Substitute Gengar, use Ice Beam, which also repels Dugtrio. Both Ice Beam and Thunder Wave do rather well against Salamence.

  214. Psych Up Blissey is for the Uber metagame only. It does a good job of countering most Calm Minders (Kyogre in particular), and Wish helps teams a lot in general. Sometimes it just falls short of beating Recovering Ubers (especially Lugia), though, and can have trouble with Pressure bites as well, therefore you can use Serene Grace and hope for a lucky freeze or paralysis. Beware of Taunt. If you run into a Taunt Mewtwo, just keep using Thunder until it's paralyzed (Serene Grace helps here boosting it to a 60% chance of paralysis), and then you can use Psych Up.

  225. This set is meant to give some offense to Blissey, and it does a fair job of it. With Ice Beam and Thunderbolt, you have a good chance of doing at least neutral damage to a Pokémon. This set also counters Calm Mind Pokémon (except Jirachi). If you are afraid of Jirachi being able to setup on Blissey, slap on Flamethrower and don't fret. That will break Jirachi's Substitutes and make it retreat in a heartbeat. If you do go the Flamethrower route for Jirachi then you should also pick up Hidden Power Grass. Hidden Power Grass leaves you a tad vulnerable to Salamence and Dragonite, but the added benefit of slapping around Swampert and Tyranitar is worth it, and still keeps Dugtrio at bay. Counter is a good option as well, as a Pokémon with 130 base Special Defense and 10 base Defense that is raising her Special Defense is going to attract a ton of physical hitters. Serene Grace is probably the best choice in OU, but if you use this in ubers, either one works, due to the prevalence of Toxic. Use Thunder in Ubers over Thunderbolt to abuse Rain.

  236. A common scenario for Blissey is to be up against a Latias. Latias used Safeguard, and suddenly Blissey's efforts are rather worthless. This is no longer the case. Latias used Safeguard, in comes Blissey. Blissey uses Icy Wind twice or thrice (depending on Latias' speed), sets up a Light Screen, and then uses Toxic as Latias fails to Safeguard in time, because it has lost 2-3 Speed levels. Then it's just Softboiled stall with refreshing Light Screens. Also beats Taunt Mewtwo nicely.

Ice Beam hits Skarmory and Weezing for decent damage and with STAB absolutely trashes Celebi. Offensively, Ground and Ice are a very powerful combination. Electabuzz and Manectric are your two biggest enemies here, so you have to try and catch them on the switch with Earthquake. You might not want to give away Curse and Earthquake at first, to lull the Electrics into a false sense of security, and then BAM! Earthquake KO.

This thing can be very, very good if used right.

  409. He can inflict heavy damage on most everything in the game, and Substitute allows him to do so without excessive prediction. Earthquake is his powerful STAB move which is nicely complemented by Rock Slide. Fire Blast allows you to put a giant dent into Skarmory, OHKO Forretress, and take about 40% out of Celebi (depending on the EVs of both Pokémon, this could be highly variable). And Substitute brings a whole new dimension to Flygon that truly takes him into a class of his own. He makes a perfect switch-in on Magneton, Tyranitar, and Zapdos (make sure you Substitute or switch first to check for Hidden Power Ice) and is all around a team player that tons of people forget to counter.

Switch into either another Choice Bander or Physical sweeper using Earthquake or Rock Slide, then predict what they're going to switch to (or if they'll stay in) and attack accordingly. This Choice Band set requires good prediction, like all Choice Banders, but it has a good payoff. Hidden Power Bug is useful for Grass types, Celebi in particular. Fire Blast takes Skarmory. Quick Attack is another option to help with Reversal users. This isn't particularly useful, however, because Flygon is so often paired with Tyranitar to abuse Sand Stream.

Dragon Claw is a nice 100% accurate Special move, but Hidden Power Ice gives a few more super effectives, if you opt for Giga Drain over Hidden Power Grass. Very effective, maybe not as much as the Choice Band set, but same premise. Switch into an Earthquake or Rock Slide, then predict and start firing.

  442. Flygon in Uber play is interesting. It resists Earthquake, Rock Slide and Fire moves, so it can counter Groudon to an extent as long as it doesn't eat Hidden Power Bug/Ghost all the time. He pretty much needs SolarBeam to hurt him decently, and you should be careful with that. You do not want Kyogre to come in on SolarBeam, as it will take a turn to charge, and you will be stuck against Kyogre who will Ice Beam you to death. Hidden Power Ghost is for the obvious Lati@s switch-in, Fire Blast for Forretress and Skarmory mostly.

  455. Surf is the first move for a reason; things like Tyranitar and Houndoom that have no business touching Starmie will beat your ass, and Aero will beat you 1-on-1 every time as well. STAB is your friend—without Surf, you also won't do much damage to Gengar and barely scratch Dusclops.

  477. Breloom is an awesome "Sleeper" since he never misses. The strategy is simple, predict a switch to get Breloom in or switch into an Earthquake or Surf. Spore, and Focus Punch. Hidden Power Ghost will hit everything that Focus Punch can't, but Hidden Power Rock works on Fliers like Salamence. Breloom can be a pest for any team, well designed or not. Works even better in tandem with Magneton, as you can get a lot more hits with Sky Uppercut in against Blissey and such. There's no point in running Jolly, since there isn't anything worthwhile between his Adamant maximum Speed and his Jolly maximum Speed, as he falters against most Pokémon trying to outrun Jolly Tyranitar anyway. Snatch is a great move to use against those people trying to block Spore with Substitute, and can grab Dragon Dance from a weakened Gyarados / Salamence if your prediction is spot-on.

  488. Don't discount Breloom's ability to use Substitute and Leech Seed; It will tear through many standard teams if it's played properly. Generally, you want to bring him out against a Pokémon he will outspeed. At this point, you usually want to use Substitute since the vast majority of people will switch for fear of the imminent Spore. Now, they are facing a Substituted Breloom who can annoy the hell out them and restore its Hit Points at the same time with Leech Seed and Focus Punch them for extraordinary damage, or put them to sleep with Spore. I find it extremely helpful to save the Spore until such a time as they bring out their Breloom counter, but sometimes it is necessary to use it earlier. This set forces so many switches that you will be in heaven with Focus Punch if you can predict, and if you manage to get Spikes down on your opponent's side of the field they will be taking tons of damage. Enjoy taking teams out with this surprisingly puissant Pokémon.
