It's the sort of thing that could destroy a good chunk of the Clocktower if she was to decide doing such a thing was necessary. Outside of Avalon or maybe an exceptional defensive Noble Phantasm on the level of Akhilleus Kosmos, there's really nothing that could defend against it other than something of equal destructive power like Excalibur, and you doubt that a Dragon Ball style beam clash would be healthy for the structural integrity of the building.
