  1. Call (800)ASK-USPS, and ask for the post office phone number for your delivery zip code. Do not file a complaint yet, it does no good and goes nowhere yet.
  2.
  3. Just get the delivery office phone number. Do not complain here. Do not discuss the issue here, just say you need the phone number for the office that delivers zip code ABCDE, whatever your zip code is.
  4.
  5. Call that office number, and ask to speak to the "Delivery Supervisor or Carrier Supervisor" at the post office for your delivery zip code. Not a "Clerk Supervisor" though, they won't help. Delivery or Carrier only.
  6.
  7. Explain the situation, and provide your street address so they can track down which specific carrier this is.
  8.
  9. Ask if there's a way to speak to your carrier directly. The answer is almost always no, but it reinforces that this is a serious issue you have, and the supervisor will have a talk with the carrier.
  10.
  11. If it happens again after a week, call the post office again, speak with the supervisor again (but be polite), and then the punch-line: Ask the supervisor to transfer you to the Postmaster of the office.
  12.
  13. This is properly working up the chain of command, so when the supervisor transfers you to the postmaster the postmaster will know you've tried the lower-level solutions, and Shit Will Roll Downhill at that point. If you go straight to the postmaster, they'll think you're just another complain-a-tron customer, and be polite, and do nothing with the complaint.
  14.
  15. Also, you can specifically have someone send something "Post Office to Post Office" for pretty much all forms of mail, which will tell them to not attempt to deliver the package and that you will pick the package up directly from the office. For things like this? It's far, far better generally.
  16.
  17. Also, have the sender put your phone number on the express-mail card, and mark "PLEASE CALL" in large block letters on the package, and in combination with the PO-2-PO system they're supposed to call you when the package is ready for pick-up, or with normal delivery they're supposed to call you before leaving one of the 'Sorry we missed you' cards.
  18.
  19. If you use the USPS package-tracker w/ the PO-2-PO system, it'll show when the package the ready for pickup, generally just stopping by around noon works just as well though.
