Okay, look.

They've been banning like, 20 million IP addresses in an effort to fight
Telegram.
And also they want to force ISPs to record all traffic passing through them.
You and me probably do realize that this is near impossible, and not very
useful (except for metadata and such), and in itself this is a horrible
violation of data privacy laws and overall human rights.
