The Pandorian Empire.

Founded long ago, the Pandorians were a proud mountain people, a number of clans descending from the Golthan Alps, into the south-western corner of the Cord mainland, a vast plain that progresses into a savanna. The Pandorian tribes were united by a trio of warrior-kings who led a vast exodus into the lowlands, at the end of the Royal State period, absorbing any of the many lowland states into themselves.

In the end, the Pandorian Horde had become so massive, that it needed to settle down. The plain was easy to settle in, and parts of it were quite fertile. Multiple settlements, which grew with time formed into cities and eventually became a vast empire. Each city is headed by two people, a Sheriff, dealing in matters of the law and it's enforcement, and an Administrator, dealing in civil matters.

The gathering of every such duo, from every city, forms the Imperial Assembly. The Assembly and a Council of learned men, elected by the emperor or empress, come together every six months to go over legislation and propositions, that affect the empire as a whole, or select cities. The Emperor or Empress has a Companion, which is the supreme leader of the imperial military.

The average Pandorian citizens, lives a hard work and is rewarded with freedom, education and perhaps, security. A strong and organized criminal element, namely the House of Laughing Faces, has a tight grip on the shadowy side of Pandoria. Slavery is however, a thing of the past, as the empire specializes in industrial production, a considerable deal of which is purposed for military use.
