Captain of the Fleet

In my squadron theory, which Marie loves, btw, it shows that if we formed a fourth squadron we would have /exactly/ enough officers to command the ships in it. However, come April we have to consider that by the time it is introduced, we will have two to three more captains (assuming no one retires). Thus, still having too many ships.

My idea is to have the title of "captain of the fleet" (google it) which would be positioned on each squadron flagship above the ship captain. Doing this, would save us the room of four frigates/Sotls while remaining historical.

The captain of each squadron obviously wouldn't have a rank in the squadrons, but just a title. There job would be to ensure ships are being manned, as well as be responsible for holding fleet trainings or events. Another possibility is that they could also be the head judge's in courts-marital in the case of the ship captain not being able to attend or being inactive. Therefore, making it easier to get courts-martial done in a less cumbersome way.
