  1. # Clean Air Zones Bill
  2.  
  3. BE IT ENACTED by the Queen's most Excellent Majesty, by and with the advice and consent of the Lords and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

  5. A Bill to make provision about mitigating air pollution, including through the use of low emission zones in urban centres; to prohibit vehicle idling; to restrict access to vehicles not meeting the emission standards; to promote alternative low-to-none emitting transport options.
  6.  
  7. **Section 1: Definitions**
  8.  
  9. (1) For the purposes of this Act:-
  10. (a) "Urban Center(s):" are areas to be defined by local authorities
  11. (b) "Vehicle Idling" shall be defined as automotives staying still with their engine on.
  12.  
  13. **Section 2: Establishment of Low Emission Zones**
  14.  
  15. (1) Subject to the provisions of this act, local authorities (as below) shall be empowered to establish Low Emission Zones.
  16. (a) Such local authorities as here stated shall have such authorities extended to them:
  17. (i) London Boroughs,
  18. (ii) County Councils,
  19. (iii) District Councils,
  20. (iv) Town Councils,
  21. (v) The Northern Ireland Assembly,
  22. (a) Subject to Legislation passing at the devolved level to grant these powers.
  23. (vi) The Welsh Assembly,
  24. (a) Subject to Legislation passing at the devolved level to grant these powers.
  25. (vii)
  26. (a) Subject to Legislation passing at the devolved level to grant these powers.

  28. (2) Low Emission Zones shall be established if the establishing authority can;
  29. (a) Prove that emissions are above those suggested by the World Health Organisation healthy limits,
  30. (b) Prove that there is consistent through traffic of people who would be exposed to such unsafe levels of emissions.

  32. (3) Such Zones will be able to;
  33. (a) Restrict, by way of fines, the idling of vehicles in these zones,
  34. (b) Prohibit or otherwise deny access to vehicles that exceed the recommended emission levels,
  35. (c) Revoke private vehicular access to petrol or diesel vehicles, permitting only;
  36. (i) Electric vehicles,
  37. (ii) Bi-pedal cycles,
  38. (iii) Public transport.
  39.  
  40. **Section 3: Extent, commencement and short title**
  41.  
  42. (1) This Act shall extend to England and Wales, Scotland and Northern Ireland.
  43. (2) This Act shall come into force upon Royal Assent
  44. (3) This Act may be cited as the Clean Air Act 2019

  48. Mr Deputy Speaker,
  49.  
  50. Air Pollution is a plague upon this country - and I challenge anyone in this House to disagree with me. If they do, I have nothing but utter contempt for them. I would like to ask, Mr Deputy Speaker, does this House know that for the first time - Air pollution nanoparticles have been linked to *brain cancer?* In fact, studies have shown that an increase in pollution roughly equivalent to moving from a quiet city street to a busy one leads to an *one extra case of brain cancer for every 100,000 people exposed.*

  52. This is unacceptabe, and the Conservatives are taking action to stop it. We are introducing this bill to empower local authorities to institute 'Clean Air Zones' - allowing them to institute fines if idling is running rampant, institute a ban on vehicles that exceed the emission limit and even revoke vehicular access to petrol and diesel cars. We are tackling this pollution crisis from the ground up, Mr Deputy Speaker, and I commend this bill to the House!
