  11. I don’t understand the logic of sending the complaint to the same people who are doing the crime. But if this is how our government works I’ll go around in circles and keep documenting all the emails and submitting new findings to the FBI.

  58. I am filing this formal complaint regarding actions taken by the City Administrator and/or other city officials of the City of Amboy, Minnesota, which I believe constitute intimidation and misuse of authority in violation of state and federal law.
  59.  
  60. On October 27, 2025, during a public meeting of the Amboy City Planning Commission, city staff and/or officials used their position to intimidate, threaten, or silence me while I was lawfully exercising my right to speak and participate in the meeting.
  61.  
  62. Specifically:

  64. A law enforcement officer was called to the meeting without documented justification or a public-safety reason.
  65. The officer’s presence and involvement were used to interfere with my ability to address the council, creating an atmosphere of fear and suppression.
  66. The officer also decided to interrupt me during a conversation and asked if the council could get the meeting started. - I already filed misconduct on the officer.
  67. The City Administrator, Patty Smith, stated that the officer was there “to help get the meeting started,” but no such justification appears in the public record or meeting minutes, which may violate Minn. Stat. § 15.17 (Official Records Act).
  68. These actions appear to violate:

  70. Minn. Stat. § 609.43 (Official Misconduct) — for willfully intimidating a citizen or misusing official authority.
  71. 42 U.S.C. § 1983 (Civil Rights Act) — for deprivation of rights under color of law.
  72. Minn. Stat. § 13D (Open Meeting Law) — for interfering with the public’s right to attend and participate.
  73. I request a formal review and independent investigation of this incident. Please confirm receipt of this complaint and notify me of the disposition or referral of the matter once reviewed.
