Install dconf-editor (already installed on current debian/ubuntu distributions):
$ sudo apt-get install dconf-editor

Open dconf-editor (from the Dash or a Terminal)
$ sudo dconf-editor

Navigate to: org -> gnome -> shell -> app-switcher
Set "current-workspace-only" to true
